Challenge / Mission

The Program Executive Office Command, Control, Communications – Tactical (PEO C3T) GENM-A program required a modern, data-driven way to manage a complex IT portfolio. Existing reporting processes were heavily manual, fragmented, and time-consuming, leaving Army leadership with limited visibility into program risks, resources, and overall performance. Without a unified view, critical decisions were delayed, and risk exposure increased.

Approach / Actions

As the Strategic Program Manager, I guided the development and delivery of a Program Management & Risk Dashboard to give leadership the tools they needed for oversight and informed decision-making.

Key actions included:

Agile Delivery: Applied Scrum as the delivery framework, structuring work into sprints with regular stakeholder reviews and transparent progress tracking.

Stakeholder Alignment: Collaborated directly with Army leaders to define portfolio KPIs, reporting requirements, and visualization needs.

Technology Integration: Led an engineering team in developing the dashboard in Power BI, integrating data from multiple sources to build a unified, interactive view.

Risk Management: Embedded Army-specific risk processes into the tool, allowing risks, mitigations, and trends to be tracked in real time.

Change Management: Organized user demos, feedback sessions, and training workshops to drive adoption and ensure the tool fit operational realities.

Results / Impact

The solution delivered measurable improvements to Army portfolio oversight:

Provided a real-time, comprehensive view of program health, risks, and costs across the GENM-A portfolio.

Reduced reporting cycles from multi-week efforts to on-demand, interactive dashboards.

Equipped Army leadership with decision-ready insights, improving portfolio planning and proactive risk mitigation.

Increased transparency across leadership, program managers, and contractors, strengthening accountability and collaboration.
